The purpose of this announcement is to alert Medicare-certified home health agencies (HHAs) that results from the Home Health Care CAHPS (HHCAHPS) Survey will be updated on Home Health Compare on www.medicare.gov  on July 16, 2015 or sometime thereafter. HHCAHPS Survey results are based on 12 months of survey data and are updated each calendar year quarter. Each quarter, the data from the oldest quarter are replaced by data from the most recent quarter. The data that will be publicly reported in July will reflect HHCAHPS Survey data from January 2014 through December 2014 (Q1, 2014 - Q4, 2014).

Preview Reports for the results that will be published on Home Health Compare in July 2015 are now available on the HHCAHPS website. To access your agency's Preview Report, log into the HHCAHPS website using your username and password. Select the "Preview Reports" link under the "For HHAs" tab. The next data submission deadline is Thursday, July 16, 2015. We are now 2 weeks away from the deadline for submitting HHCAHPS Survey data for Quarter 1 of calendar year 2015 (CY15, Q1).

We thank those HHCAHPS vendors who have already begun submitting CY15, Q1 data for their HHA clients. If you have not submitted any data for Quarter 1, we encourage you to begin submitting your files as soon as possible.

Important Points to Remember:

HHCAHPS data files must pass both the initial validation checks and the "overnight" validation checks. To ensure that files can be accepted by the deadline at 11:59 PM Eastern Time on July 16, 2015, you must submit all of your Quarter 1 files on or before Wednesday, July 15, 2015. Since CMS will not accept any files after the data submission deadline, make sure you check your data submission reports to verify that all of your submitted files were accepted. The HHCAHPS Team has posted the next issue of the HHCAHPS Coordination Team Quarterly Review (CTQR) - July 2015. This newsletter is another way to provide home health agencies (HHAs) and survey vendors with HHCAHPS information.

The CTQR will not replace any source of information currently on the HHCAHPS website; instead, it will highlight important information for readers each quarter. The Discrepancy Notification Report (DNR) page on the HHCAHPS website has been modified to provide vendors with additional information regarding their submitted DNRs. This information was added at the suggestion of one of the HHCAHPS Survey vendors. The information displayed when vendors sign in and select Forms for Vendors -> Discrepancy Notification Report -> Submit Online, will now include a column showing the CCN(s) referenced in the DNR (pulled from the list on the last page of the form) and a column showing whether a spreadsheet was submitted separately (pulled from the radio button selected in Section III of the form).

We hope this additional information is useful to our HHCAHPS Survey vendors for managing, updating, or revising DNR submissions when needed. The purpose of this announcement is to remind survey vendors of the change in the XML data file structure needed to accommodate the use of ICD-10 diagnosis codes that will be submitted for the first time with the April 21, 2016 data submission (Quarter 4, 2015).  Updated versions of the Protocols and Guideline Manual and the Website User and Data Submission Manual will be made available in January 2016, with the changes described below incorporated.

The ICD-10 codes are 7 digits, rather than the 5 currently allowed on the HHCAHPS XML file for the ICD-9 codes. To give HHCAHPS survey vendors time to test changes to their systems and file structures, the HHCAHPS Coordination Team has created updated versions of relevant appendices in the Protocols and Guidelines Manual, as well as updated versions of the file layouts/ file schema. These materials are available under the Data Submission tab on the HHCAHPS website, once vendors have logged in, via this link:

HHCAHPS Survey vendors who provide HHCAHPS survey results to their respective home health agency clients (HHAs) based on patient responses to the HHCAHPS Survey should make it clear to their clients that these results are not patient-mix adjusted. If the HHCAHPS Survey vendor is adjusting the results for case or patient mix, the adjustments may be made with older coefficients that are not applicable to the current HHCAHPS data. Therefore, HHCAHPS Survey vendor survey results may not match what is publicly reported on Home Health Compare. CMS maintains that the HHCAHPS Survey results published on the Home Health Compare website are the only "official" HHCAHPS patient survey data results.

As a reminder, the Centers for Medicare & Medicaid Services (CMS) statistically adjusts all of the publicly reported HHCAHPS scores because some patients' assessment of the care they received from HHAs may be influenced by patient characteristics that are beyond the HHAs' control. Patient mix adjustment coefficients are estimated each quarter with each new set of HHCAHPS data that are submitted and then posted each quarter on the HHCAHPS Survey website at the following link:

A new Discrepancy Notification Report (DNR) template, covering the sample months of January 2015 through March 2016, is now available for use by survey vendors. To access the template, log onto the HHCAHPS Website, go to the "Forms for Vendors" tab, and click on the "Discrepancy Notification Report" link. A link to the template is available under Section III of the online DNR form.

As a reminder, the template contains fields for each of the pieces of information that the Coordination Team and CMS need to evaluate each DNR submission. As with the current Excel template, the revised Excel template has three tabs: sample fielded late (Late Start), sample not fielded at all (Missed Sampled Month), and "other reason" (Other). Each tab has prepopulated fields for the period covering the sample months of January 2015 through March of 2016. Below are some reminders for using this template:

Submit a new template (i.e., Excel file) for each new DNR. The Excel file should only include information for the reported discrepancy. Check to make sure that information about previously reported discrepancies is not included in any of the tabs....
